TAARIFA ZASEMA RUBANI MWENZA WA NDEGE YA GERMANWINGS ALIIANGUSHA KWA MAKUSUDI

Maafisa wameeleza kuwa rubani mwenza wa ndege ya shirika la Germanwings iliyoanguka kwenye Mlima Alps, aliyejulikana kama Andreas Lubitz, inawezeka alikuwa anataka kuiteketeza ndege hiyo.

Mwendesha mashtaka wa Marseille, Brice Robin, kwa kutumia sauti zilizorekodiwa na sanduku la kurekodi taarifa la "black box", amesema rubani huyo alikuwa akiongoza ndege peke yake.

Amesema kuwa rubani huyo aliishusha ndege chini kwa makusudi, huku rubani mwenzake akiwa amefungiwa nje ya chumba cha kuongozea ndege.

Bw. Robin amesema rubani Lubitz alikuwa kimya kabisa wakati rubani mwenzake akihangaika kuingia kwenye chumba cha kuongozea ndege.

MAREKANI YATOA TAHADHARI YA SHAMBULIO LA KIGAIDI NCHINI UGANDA

Ubalozi wa Marekani nchini Uganda umetoa tahadhari ya dharura kwa raia wake nchini Uganda hapo jana inayosema kuwa kunauwezekano wa kuwepo kwa tishio la kigaidi Jijini Kampala.

Ubalozi wa Marekani umepata taarifa za kuwepo kwa uwezekano wa tukio la shambulizi la kigaidi eneo ambalo raia wa nchi za magharibi wakiwemo wa Marekani hupenda kukaa Jijini Kampala, na tukio hilo linaweza kufanyika mapema mno.

Ubalozi wa Marekani haujatoa taarifa zaidi kuhusiana na tukio hilo, lakini nchi ya Uganda ambayo ni rafiki na Marekani na yenye majeshi yake nchini Somalia ilishashambuliwa siku za nyuma na wapiganaji wa kundi la Al-Shabaab.

NDUGU NA MARAFIKI WA ABIRIA 150 WALIOKUFA KWA AJALI YA NDEGE KUTUMBELEA ENEO LA AJALI

Ndugu na marafiki wa abiria 150 pamoja na watumishi wa ndege Germanwings waliokufa kwenye ajali, wanatarajiwa kutembelea eneo ilipoanguka ndege hiyo katika milima ya Alps nchini Ufaransa.

Shirika la ndege la Ujerumani la Lufthansa litapeleka ndege mbili maalum, moja ikitokea Barcelona na nyingine ikitokea Duesseldorf hadi Marseille, na baada ya hapo ndugu hao watasafirishwa kwa njia ya barabara.

Ripoti zimeeleza kuwa mmoja wa marubani wa ndege hiyo iliyoanguka alikuwa ameondoka katika chumba cha kuongozea ndege na hakuweza kurejea kusaidiana na mwenzake kabla ya ndege kuanguka.

Miongoni mwa mambo ya aibu katika jamii ni pamoja na masuala ya udhalilishaji wa kijinsia ukiwemo ule wa maungoni hasa kwa wanawake.

Kwa muda mrefu mtandao huu umekuwa ukifuatilia vitendo hivyo vibaya kwa jamii vinavyofanywa na watu waliokosa ustaarabu hasa jamii ya vijana katika maeneo ya mikusanyiko ya watu wengi karibu maeneo mengi ikiwemo jiji la Dar es Salaam.

Miongoni mwa eneo linaloongoza kwa kuwadhalilisha wanawake ni eneo la soko la Mchikichini lililopo Ilala Mkoa wa Dar es Salaam.

Mtandao huu umekuwa ukishuhudia vitendo hivyo vibaya kwa jamii ambapo wengi wa vijana wamekuwa wakifanya kwa makusudi kuwadhalilisha wanawake hasa wasichana wadogo kwa kuwashika maungoni (makalio, kifua/maziwa) huku wakiwalazimisha kununua bidhaa zao.

Vitendo hivi vimekuwa ni kama mchezo wa kawaida kwani vijana hao wamekuwa wakiendeleza hali hiyo kwa muda mrefu sasa huku wasichana/wakike hao wanaofanyiwa vitendo hivyo wakiwa hawana wa la kufanya, Mtandao huu tunasema huo ni udhalilishaji na unatakiwa kuchukuliwa hatua za haraka kukomeshwa kwani unakiuka maadili na utu wa mwanamke.

UN KUAINISHA ENEO LA KUMBUKUMBU YA BIASHARA YA UTUMWA

EALA PASSES KEY REPORT ON SINGLE CUSTOMS TERRITORY

EALA has debated and adopted a key committee report on the Single Customs Territory.

The report of the Committee on Communication, Trade and Investment on oversight activity of the EAC Single Customs Territory (SCT) was presented by the Committees Chairperson, Hon Mukasa Mbidde.

The report urges EALA to come up with pieces of legislations that support the implementation of SCT including those enhancing health and education insurances, immigrations, and vehicle registration for staff working in different Partner States.

The report further wants the roll-out of more products to be integrated under the Single Customs Territory arrangement. To do so, the Assembly is calling for the finalization of the utilization of the Single Regional Customs Bond by EAC Secretariat.

The Report also urges Revenue Authorities to streamline the process of granting rights of access to information to the Clearance & Forwarding agents. The report followed an on-spot assessment undertaken at the Tanzania Ports Authority (TPA) and the Tanzania Revenue Authority (TRA) on September 29th 2014 to October 2, 2014 to engage ports and customs authority and the freight forwarders Association.

The objectives of the on-spot assessment were to; - understand the state of play for the operationalisation of the Single Custom Territory, analyse operations and processes involved in the implementation of the EAC Single Customs Territory and to recommend solutions to the fears and challenges faced.

The Committee was informed that Standard Operating Procedures covering most of the key customs procedures and control mechanisms were developed and tested. “In terms of Customs Systems Interconnectivity, Tanzania’s ASYCUDA++ was interfaced with ASYCUDA world of Rwanda, Uganda and Burundi and Simba system of Kenya, to allow piloting of SCT that commenced in June 2014”, a section of the report says.

The United Republic of Tanzania has commenced on piloting the SCT with the Partner States. SCT piloting with Rwanda, the report states, commenced in June 2014 with the wheat grains and petroleum products. The piloting with Uganda has since August 2014 seen petroleum products, rice, cotton seed cakes and fertilizers discharged and cleared at Dar es Salaam port.

Laundry soap, cooking oil and galvanized pipes were discharged in Dar es Salaam from Kenya under the SCT while in Burundi, the following products were piloted; wheat, beer malt, phosphorous acid, silicon dioxide and cement.

Under the SCT arrangement, the EAC Partner States have adopted a destination model of clearance of imports whereby the assessment and collection of tax revenues on such consignments are done at the first point of entry. This allows for free circulation of goods within the single EAC market, with variations to accommodate exports from one Partner State to another.

In this regard, Customs administrations in destination states retain control over the assessment of taxes. This crystallizes the gains of regional integration characterized by minimal internal border controls and more efficient institutional mechanisms for clearing goods out of Customs control.

The SCT according to the report is not without challenges. Such include Information Technology interconnectivity challenges and non-compatibility and difficulties in data sharing under different electronic cargo tracking systems by Partner States. The absence of the EAC regional removable bond to facilitate clearance of goods to warehouse and exempted goods is also an impediment.

At the same time, the report suggests the non-implementation of the Common Market Protocol with the un-harmonized work permit requirements in the EAC as a major hindrance for business people to operate in any country.

During debate, Hon Bernard Mulengani said the passage of the Non-Tariff Barriers Bill, 2015, shall enable the region to curb some of the challenges faced by traders in the region.

I urge the Council to put in place a uniform policy that has clear processes to enable sanctions to be applicable to Partner States not complying to the instituted legal frameworks”, Hon Mulengani said.

Hon Mike Sebalu called for sensitization amongst the business community.

“We need to remove the fears arising out of lack of awareness. What we need as a region is quality products, lower costs of doing business and competitiveness to spur benefits to the citizens of the region”, the legislator said.

5TH ANNUAL EAST AFRICAN HEALTH AND SCIENTIFIC CONFERENCE OPENS IN KAMPALA, UGANDA


Uganda’s Vice President His Excellency Edward Ssekandi this morning represented HE Yoweri Kaguta Museveni at the official opening of the 5th Annual East African Health and Scientific Conference and International Health Exhibition and Trade Fair at the Kampala Serena Hotel in Uganda.

In a statement read by his Vice, President Museveni commended the EAC Secretariat and the Partner States for initiating the process of establishing Regional Centers of Excellence (CoEs) in the Health sector namely Nephrology and Urology in the Republic Kenya, Oncology in the Republic of Uganda, Cardiovascular in the United Republic of Tanzania and Biomedical Engineering and eHealth in the Republic of Rwanda.

He said this initiative will enhance EAC Competitiveness through highly skilled health workforce in biomedical sciences and also enable the East African citizens access quality and specialized services within the region.

The first phase of the project is expected to cost USD 72.75 million and will be supported by the African Development Bank.  The CoEs are expected to deliver high quality and skilled personnel in the specialized fields and reduce medical tourism, which costs EAC Governments an estimated of USD 150 million annually for treatment of Non-Communicable Diseases abroad.

At the same occasion, the Deputy Secretary General of the East African Community in charge of the Productive and Social Sectors Hon. Jesca Eriyo, who represented the Secretary General Amb. Dr. Richard Sezibera, informed the delegates that there was strong evidence that an investment in people’s health was a key asset for society and for the economy as a whole.

“As you may be aware, the Health sector is also leading in creating Job opportunities and a driver of innovation and technology” noted Hon. Eriyo, adding that “As such, health systems strengthening have an important role in achieving Millennium Development Goals to ensure sustainable and inclusive growth in the Health Sector and Economy at Large.

The Deputy Secretary reiterated that the overarching goal of the EAC Health Sector Programme was to establish and sustain stronger regional health systems including health research institution. In this regard, the EAC official informed the delegates that, the Protocol for Establishment of the East African Community Health Research Commission (EACHRC) had been ratified by all the five Partner States and instruments of ratification have already been deposited with the EAC Headquarters.

She disclosed that the EAC Council of Ministers and the East African Legislative Assembly had already appropriated USD 924,067 in the EAC Budget for the current financial year (FY 2014/2015) to facilitate operationalization of the East African Health Research Commission in the Republic of Burundi.
